Corrupt systems are nearly impossible to de-corrupt. Abandoning them to the point of their death by dessication works better. That is not an option in the education situation, because education is not free enterprise so its failure does not presage its demise. But the individual can still find better education for his children.
There are now homeschool cooperatives where groups of children are homeschooled together, and supplies can be bought through purchasing coops. The massive success of homeschooling vis a vis government schooling will drive more and more folks into such cooperative educational ventures.
