The government "shutdown" of only 17% of the bloat has produced some of the most silly attacks on the American people by their own government that I can remember. The Feds have taken these cost saving steps:
Kept 83% of government running
Furloughed over 1,300 White House employees while keeping only some 3-400 with little impairment of service to the Nation.
Evicted people from their own houses
Shut down private businesses on public roads
Closed open-air monuments
including keeping war vets from seeing the Viet Nam Wall which is open air.
Closed private, non-government monuments, by barricading parking lots
Closed access to the ocean
Closed military base grocery stores, left Obama's golf course open
Try to force the closing of State Parks, too
Shut down the Amber Alert System
Closed down highway pull-outs where monuments could be seen in the distance
Going to pay furloughed government workers, anyway (paid vacations).
Park Rangers and cancer researchers can't work during shutdown, but union officials can.
Made the shutdown as "uncomfortable as possible"
Military Chaplains to be arrested if they attempt to minister during the shutdown (First Amendment violation)
The veterans, assisted by a certain congressperson from my area, liberated the memorials. According to one wag, "They took Iwo Jima; taking the Iwo Jima Memorial is no Problem."
