This appears to be "par for the course." Congressional members can "revise and edit" their remarks made on the floor (after the fact) to include (or exclude) anything they have said (or didn't say).
It's a joke (on the American "ruled class" by the "ruling class"). Open, transparent government, of the people, by the people, for the people - BWAH! HAH! HAH! HAH!
